ERASMUS+ PROGRAMME 2021. Key Action 2

Erasmus+ is the EU Programme in the fields of education, training, youth and sport for the period 2021-2027.

The general objective of the Programme is to support, through lifelong learning, the educational, professional and personal development of people in education, training, youth and sport, in Europe and beyond, thereby contributing to sustainable growth, quality jobs and social cohesion, to driving innovation, and to strengthening European identity and active citizenship.


This Key Action is expected to result in the development, transfer and/or implementation of innovative practices at organisational, local, regional, national or European levels.

This action enables participating organisations to gain experience in international cooperation and to strengthen their capacities, but also to produce high-quality innovative deliverables and supports:

  • Partnerships for Cooperation, including Cooperation Partnerships and Small-scale Partnerships
  • Mundus Action;Partnerships for Excellence, including Centres for Vocational Excellence, Teachers Academy and Erasmus
  • Partnerships for Innovation, including Alliances and Forward-looking projects
  • Capacity Building projects in the field of youth
  • Not-for-profit European sport events

In 2021, partnerships for cooperation must address one or more of the following priority areas:


  • Inclusion and diversity in all fields of education, training, youth and sport.
  • Environment and fight against climate change.
  • Addressing digital transformation through development of digital readiness, resilience and capacity.
  • Common values, civic engagement and participation.


In the field of higher education:

  • Promoting inter-connected higher education systems.
  • Stimulating innovative learning and teaching practices.
  • Developing STEM/STEAM in higher education, in particular women participation in STEM.
  • Rewarding excellence in learning, teaching and skills development.
  • Building inclusive higher education systems.
  • Supporting digital capabilities of the higher education sector

In the field of school education, priority will be given to:

  • Tackling learning disadvantage, early school leaving and low proficiency in basic skills:
  • Supporting teachers, school leaders and other teaching professions:
  • Development of key competences.
  • Promoting a comprehensive approach to language teaching and learning.
  • Promoting interest and excellence in science, technology, engineering, and mathematics (STEM) and the STEAM approach.
  • Developing high quality early childhood education and care systems.
  • Recognition of learning outcomes for participants in cross-border learning mobility.

In the field of vocational education and training (both initial and continuing), priority will be given to:

  • Adapting vocational education and training to labour market needs
  • Increasing the flexibility of opportunities in vocational education and training
  • Contributing to innovation in vocational education and training
  • Increasing attractiveness of VET.
  • Improving quality assurance in vocational education and training.
  • Creation and implementation of internationalisation strategies for VET providers.

In the field of adult education priority will be given to:

  • Improving the availability of high quality learning opportunities for adults.
  • Creating upskilling pathways, improving accessibility and increasing take-up of adult education.
  • Improving the competences of educators and other adult education staff.
  • Enhancing quality assurance in adult education.
  • Developing forward-looking learning centres.
  • Promoting Erasmus+ among all citizens and generations.

In the field of youth:

  • Promoting active citizenship, young people’s sense of initiative and youth entrepreneurship including social entrepreneurship:
  • Increasing quality, innovation and recognition of youth work:
  • Strengthening the employability of young people:
  • Reinforcing links between policy, research and practice:

In the field of sport:

  • Encouraging the participation in sport and physical activity.
  • Promoting education in and through sport.
  • Combating violence and tackling racism, discrimination and intolerance in sport and tackling violent radicalisation.
  • Promoting integrity and values in sport.


Any public or private body active in the fields of education, training, youth and sport may apply for funding within the Erasmus+ Programme. In addition, groups of young people who are active in youth work, but not necessarily in the context of a youth organisation, may apply for funding for learning mobility of young people and youth workers as well as for Strategic partnerships in the field of youth.

The following countries can fully take part in all Erasmus+ Programme actions:

— the 27 Member States of the European Union and overseas countries and territories,

— third countries associated to the Programme:

— the EFTA/EEA countries: Iceland, Liechtenstein and Norway

— EU candidate countries: the Republic of Turkey, the Republic of North Macedonia and the Republic of Serbia .

In addition, certain Erasmus+ Programme actions are open to organisations from third countries non-associated to the Programme.
